This position provides support for KPERS online business applications and systems utilizing a Microsoft tech stack (C# / .Net). This work involves moderate to advanced-level data reporting and application coding. Responds to issues documented in the KPERS Problem Incident Reports (PIRs) systems. The Applications Developer II has frequent contact with KPERS staff and occasional contact with other State agency staff, KPERS vendors, and consultants. Essential Responsibilities Provides KPERS application maintenance support by resolving Problem Incident Reports (PIRs) and other application development as logged by KPERS business units. Works closely with the user community and the KPERS business analyst to determine application development enhancements. Works to develop new features and functionality within the KPERS online systems. Performs technical troubleshooting of the existing system code. Research issues in order to manipulate data and rewrite objects, applying knowledge of computer capabilities and subject matter. Performs unit/system testing of the programs and software applications to ensure they produce the desired information and correct the instructions. Documents code produced to ensure capacity for other developers to understand and work on projects quickly. Provides technical assistance to users by resolving problems associated with application functionality and data issues. Respond to problems within the user community to assist them in resolving issues disrupting production work. Provide help desk support for the KPERS network by such things as troubleshooting and fixing/configuring hardware/software issues for the staff at KPERS and assisting employers/members that are having issues with connectivity to the KPERS applications. Ensures the success of daily business operations with minimal assistance and assists in any ad-hoc activities, including running KPERS benefit jobs on a weekly and monthly basis. Produces ad Hoc and routine reports to support the KPERS business units with the end goal of only manually creating a report once. Reports created should be repeatable without developer intervention, where possible. Participates in new module development to KPERS applications via project teams including Joint Application Design sessions to define business requirements from the users or present new designs/functionality. Preferred Skills and Abilities Knowledge of Microsoft SQL Integration Services (SSIS). Experience with file transfers utilizing SFTP. Exposure to Object Relational Mappers such as Entity Framework. Required Skills and Abilities Proficiency in .Net, Visual Studio, and C# or other object-oriented programming, coding, testing, and debugging application programs. Working knowledge of relational database technologies including a firm understanding of SQL (primary key and foreign key relationships, data normalization, table joins, and stored procedures). An aptitude for problem-solving with experience troubleshooting moderate to complex issues. Ability to assist in keeping daily technical operations running which includes file transfers, batch jobs, helpdesk support and vouchers. An understanding of web security. Experience creating and consuming APIs. Working knowledge of version control and its application in a team setting. Ability to create reports based on business needs (preferably SSRS / Crystal reports) Experience with common formats such as JSON and XML Experience digesting files using common file formats (fixed length ASCII, CSV, tab delimited) Exposure to Internet Information Services (IIS) Management Ability to communicate technical language to users, both technical and non-technical, in an understandable manner.
