JOB ID: 325-24-010-037 Position: Lead Drupal Developer State of North Dakota - Department of Health and Human Services Duration: 11+ Months (with high possibility of extension in FY) Location: Remote Job Description The North Dakota Department of Health and Human Services (STATE) is requesting fixed price cost estimates on four website related projects. STATE website is hhs.nd.gov and is part of the state of North Dakotas overall web offering using the Drupal Platform. The four projects are separated into Deliverables 3, 4, 5, and 6 in this Scope of Work. An offeror is requested to include a total cost for each Deliverable using a fixed and total price, based off the offerors rates listed in State Contract 095 - Information Technology Professional Services Contract Pool. Deliverable 3: Website Design Recommendation The successful offeror shall consult with STATE and plan, recommend, and provide strategy for the agency to create a new Mega Menu style navigation for hhs.nd.gov and its subpages. The consultation shall take place as facilitated meetings between the successful offeror and STATE. Outputs from facilitation shall include a Strategy Document for recommended Mega Menu navigation improvements adhering to industry standard best practices and an Implementation Plan. All recommendations, improvements, and plans must align to all applicable state and STATE principles, policies, standards, and guidelines. Current versions of these can be found at https://www.ndit.nd.gov/governance. Deliverable 4: External Website Migration to hhs.nd.gov The successful offeror shall migrate three external websites onto the hhs.nd.gov website Drupal platform. The external sites to be migrated to subpages on hhs.nd.gov are: kinshipnd.com, childsupport.dhs.nd.gov, and ndhealth.gov/injury/ND_Prevention_Tool_Kit/default.html. Migration shall include building the pages and subpages, user acceptance testing, and implementation of the sites to the production/live website. All website pages, subpages, recommendations, improvements, and plans must align to all applicable State and North Dakota Information Technology Department principles, policies, standards, and guidelines. Current versions of these can be found at https://www.ndit.nd.gov/governance. Deliverable 5: Migrate HTML Policy Pages and PDF Documents to hhs.nd.gov The successful offeror shall migrate HTML policy pages and PDF documents to hhs.nd.gov. The successful offeror shall manually modify the links to reflect the location from https://www.hhs.nd.gov/resources/policy-manuals to hhs.nd.gov website platform. This includes linking all content under the directory https://www.hhs.nd.gov/resources/policy-manuals and linking to policy management software (Flare). Deliverable 6: Assessment of Current HHS.ND.GOV ADA Compliance and Provision of Functionality The successful offeror shall provide an assessment, provision of functionality, or web plug-in to ensure compliance with US Department of Justice Accessibility of Web Content and Mobile Apps Provided by state and Local Governments 2024 Rules. On April 24, 2024, the Federal Register published the Department of Justices final rule updating its regulations for Title II of the Americans with Disabilities Act (ADA). The final rule has specific requirements about how to ensure that web content and mobile applications (apps) are accessible to people with disabilities. State seeks the successful offeror to assess its current hhs.nd.gov website, and provide recommendation and functionality in order to comply with timelines identified by US Department of Justice.
