Description We are seeking an experienced Business Analyst for a long term hybrid (50% on-site) with our Houston, Texas client. This is a crucial role in process definition, documentation, and verification for pipeline and data store development. This role encompasses both enterprise platform-related processes and business implementation processes within the context of local government operations. Key Responsibilities: * Define and document processes for data pipeline and storage development * Verify implemented processes meet requirements and best practices * Develop enterprise-level processes for data management and utilization * Create and maintain documentation for IT policies and procedures * Design and implement reporting systems for various municipal departments * Bridge the gap between IT and non-technical municipal stakeholders * Analyze and optimize existing processes for efficiency and compliance Required Skills and Qualifications: Senior-level expertise in Business Analysis with a focus on data systems Strong background in enterprise process development In-depth understanding of IT policies and their implementation Proficiency in creating and managing reporting systems Experience with data pipeline and storage technologies Excellent analytical and problem-solving skills Strong communication skills, both written and verbal Additional Skills Related to Municipal Government: Understanding of local government structures and processes Must have public sector compliance and regulatory requirements Experience with government-specific software and data management systems Familiarity with open data initiatives and transparency in government Must have an understanding of budgeting and financial reporting in the public sector Knowledge of citizen engagement processes and data-driven decision-making Awareness of smart city technologies and their implementation Experience with grant management and reporting systems Understanding of geographic information systems (GIS) and their applications in local government Preferred Qualifications: Relevant experience in Business Analysis or Public Administration Experience working in or consulting for municipal governments Familiarity with procurement processes in the public sector Knowledge of data privacy laws specific to government entities Knowledge and/or Experience in data management and the Snowflake platform.
