Title: Human Resource Management System (HRMS) Project Manager Location: 150 William Street New York,NY,10038 Duration: 12 Months Months Bill Rate: 60/ Hour Due Date : 29/08/24 Job Description: Human Resource Management System Project Manager - Part Time Scheduled Work Hours: 17.5 hours/week Minimum 2 days a week. Summary The Administration for Children's Services (ACS) Office of Information Technology seeks a Part time Project Manager , who will be responsible for project management and coordinate the HR division aspects of the Human Resources Management System. These services include Systems Development, Database Management, Network and Telecommunication Services, as well as technical support needs. The department provides IT solutions to address the agency's overall business and operational needs. The department is also responsible for interacting with the New York State Office of Children and Family Services and other agencies with regard to all IT related issues. This Office of Information Technology is also responsible for implementing and enforcing compliance with NYC Citywide IT policies Scope of Work HRMS (Human Resources Management System) is a very large project intended to automate all the HR functions into one system, including Recruiting, Onboarding, Timekeeping & Payroll, Internal transfers, Extended leaves of absence, AWOL, Suspensions & Separation, Reinstatements, and more. The PM will coordinate the HR division aspects of the HRMS, including and not limited to: Participating in meetings - Status, Analysis, UAT, etc. Assist in facilitating requirement gathering sessions and ensure proper SMEs are there. Assist in getting project documents reviewed and signed. Updating the HR Deputy Commissioner and her leadership on the status of the project and the compliance of her team with their project obligations. Participate in UAT and ensure the team is on track to complete their test cases + help in reporting issues to the overall IT project manager. Work closely with the IT overall PM, the Vendor PM, and the team to ensure the success of the project. Strong communication, analysis, and problem-solving skillsThis person will not Lead the HRMS project but will be instrumental in ensuring its success by being part of its leadership team. The chosen PM will report to the HR Deputy Commissioner and the IT HRMS PM MANDATORY SKILLS/EXPERIENCE At least 5 years' experience in Mastery of WordPress platform and applications. 4+ years of experience in a role as IT project manager leading complex, enterprise-wide technical and/or business initiatives - experience working with senior leadership. 4+ years of experience with managing SDLC Waterfall and/or Agile methodology projects. 3+ years in vendor management. Experience working with City of New York agencies is a plus PMP certification preferred DESIRABLE SKILLS/EXPERIENCE: 4+ years in gathering requirements, business analysis, use cases and creating functional requirements documents. 3+ years of experience managing web-based applications especially java web-based solutions using Oracle.
