I. DESCRIPTION OF SERVICES

Texas Parks and Wildlife Department
 requires the services of 1 Software Developer 2, hereafter referred to as Candidate(s), who meets the general qualifications of Software Developer 2, Applications/Software Development and the specifications outlined in this document for the Texas Parks and Wildlife Department.

The Department of Information Resources (DIR) requires the services of a Power Apps Developer , hereafter referred to as a Developer, who meets the general qualification of a Software Developer and the specifications outlined in this document for Texas Parks and Wildlife Department].

This Power Apps Developer must have a strong, hands-on, demonstrable background building and deploying custom applications using Microsoft Power Apps platform.

This low code developer is tasked with developing new and help maintain existing applications written in Microsoft Power Platform and includes technologies like Power Apps, Power Pages, Power Automate, and other related technologies. This developer should possess prior experience with Dataverse and have utilized Connectors for Oracle and SQL Server databases, along with a solid understanding of how real-time and analytical systems can work together.

The key duties include development, and maintenance and also helping set up, design, develop, and mature the low code development platform and capabilities at TPWD. This role involves analyzing requirements, developing custom applications software, and helping throughout the lifecycle, conducting unit testing, using and recommending best practices, and producing documentation. The developer needs to have a big picture idea on how the various components work together and should provide guidance on how it could integrate with other TPWD processes and applications.

In this role, the developer interprets project requirements and implements and maintains the components in Microsoft Power platform and other related technologies; works with business personnel to understand the requirements and determine optimal solutions; develops the custom applications, provides after-hours support if needed; works under limited supervision, with considerable latitude for the use of initiative and independent judgment; performs project-related additional duties as assigned; complies with all Agency, Division, and Branch rules, regulations, and procedures.

III. TERMS OF SERVICE

Services are expected to start 12/16/2024 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 1280 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Parks and Wildlife Department. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 4200 Smith School Road Austin Texas 78744. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Parks and Wildlife Department will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Parks and Wildlife Department.

V. OTHER SPECIAL REQUIREMENTS

This solicitation is for; (1) position. Level: (Applications/Software Development/Software Developer). Texas Parks and Wildlife Department (TPWD)

Local candidates preferred as the candidate is expected to be onsite for at least 2 days per work.

Upon offer, Candidate will be required to pass a Fingerprint Background check with IdentoGo and Vendor may be asked to update entity information and billing invoice schedule prior to award and onboarding (weekly timesheet portal access and monthly billing is preferred by TPWD).
