Title:Strategic planning Consultant- Permitting Services 5-Year Strategic Plan Location: Wheaton, MD(Onsite) Candidates must be local to the District of Columbia, Maryland and Virginia local only. area and willing to work onsite in Wheaton, MD (20902) as required. Scope of Work: 1) Contractor will work with Permitting Services and designated staff and stakeholders to develop 5-Year Strategic Plan. 2) Contractor will provide candidate(s) with Expert experience in: looking for a consultant to work with and strategize a five-Year Strategic plan. Phases of the Five-Year Strategic Plan Phase 1 Exploration/Discovery/Current State Assessment and Analysis Kickoff meeting: Meet with DPS Director and Strategic Planning Committee Review Current Permitting Processes: Evaluate current workflows, identify bottlenecks, and assess efficiency. Examine enforcement policies and procedures. Compliance and Regulatory Review: Evaluate current permitting regulations, policies, and standards for compliance with state regulations and county, state, and federal laws. Staffing and Capacity Review: Analyze current organizational chart, staffing levels, volume of work, skill sets, and technological capabilities. Technology and Tools Assessment: Evaluate the technology, permitting software systems, and tools currently used for permit management and whether they meet department goals and visions. Stakeholder Engagement: Gather input from internal and external stakeholders to understand their experiences, needs, and expectations. Benchmarking: Compare current practices with industry best practices to identify areas for improvement. SWOT Analysis: Identify strengths, weaknesses, opportunities, and threats. Phase 2 Goal Setting and Strategic Planning Visioning session: Meet with DPS Strategic Planning Committee Define Vision and Mission Statement: Development of clear, long-term vision and mission statements. Set Goals and Objectives: Define specific, measurable, achievable, relevant, and time-bound (SMART) goals and objectives. Key Strategic Goals: identify goals, such as: 1. Streamline permitting processes. 2. Reduce plan review timeframes where possible. 3. Develop a system for staff succession planning. 4. Reorganization of the department for areas determined necessary. 5. Create a permitting concierge program for small businesses and homeowners. 6. Create a robust engagement program, online and in-person. 7. Leverage the latest technology to create process efficiencies. Develop Strategies: create high-level strategies to achieve the goals and objectives. Resource Planning: identify the resources needed, including budget, personnel, and technology. Program Measure and Dashboards: Create program Measure and Dashboards. Phase 3 Operations/Resources/Regulatory/Performance/Implementation/Engagement Operational Improvements Process Optimization: Outline strategies for streamlining the permit process from intake to inspections and/or U&O issuance. Technology Upgrades: Identify and plan for the adoption of new technology solutions (e.g., automation, digital permitting systems, AI, and GIS integration). Date Management: Develop a data governance strategy, including improving and expanding data collection, tracking, reporting, and analysis. Customer Service Enhancements: Reinforce the DPS Customer Bill of Rights, improve responsiveness and customer service through online portals, user-friendly applications, and clear communication channels, and increase the quantity of customer service feedback through surveys, QA, audits, etc. Resource Planning and Capacity Building Staff Development and Training: Develop and Outline training programs for staff, ensuring they are equipped to manage new technologies and changing regulations and procedures. Budgeting and Financial Planning: Identify necessary investments, such as technology upgrades, staffing increases, or consultant support, and create a budget plan. Cross-Department Coordination: Facilitate collaboration with other departments (e.g., public works, environmental services) for cohesive project management. Regulatory and Environmental Adaptation Compliance Improvement: Ensure alignment with evolving regulations, laws, and environmental policies. Sustainability Initiatives: Implement permitting processes or incentivize green building practices through updated regulations that align with the county climate action plan. Risk Management: Identify and mitigate risks related to non-compliance, environmental impact, and economic development impact from delays in permitting. Performance Metrics and Monitoring KPIs and Reporting Systems: Establish key performance indicators (KPIs) for evaluating success over time (e.g., permit approval times, customer satisfaction scores). Continuous Improvement Plans: Develop ongoing review processes and feedback loops to monitor progress and adapt strategies as needed. Benchmarking: Compare the departments performance against industry standards or surrounding and national jurisdictions to identify best practices. Implementation Timeline Phased Approach: Create a detailed, phased action plan for implementing strategies over the 5-year period. Milestones and Deadlines: Establish short, medium, and long-term milestones, with clear timelines for reaching each Milestone. Roles and Responsibilities: Define roles and assign responsibilities to staff members, contractors, or external consultants. Community Engagement and Communication Strategy Public Outreach: Plan outreach efforts to involve the community in decision-making, explaining new regulations, and gathering public input. Feedback Channels: Develop mechanisms for ongoing stakeholder and public feedback (e.g., surveys, town halls, or online platforms). Communication Strategy: Create a plan to communicate the progress of the strategic plan to stakeholders, employees, and the public. Phase 4 Implementation Plan Action Plans: Develop detailed actin plans for each strategy, including timelines, responsibilities, and milestones. Staff Training: Provide training and development for staff to ensure they have the skills needed to implement the plans. Communication Plan: Develop a plan to keep all stakeholders informed and engaged. Phase 5 Monitoring and Evaluation Key Performance Indicators (KPIs): Establish KPIs to track progress towards goals. Regular Review: Schedule regular reviews to assess progress and make necessary adjustments. Feedback Mechanism: Implement systems to gather feedback from stakeholders and use it to improve processes. Deliverables: Vision Statement and Mission Statement (edit, update what we already have). SWOT: Strengths, Weaknesses, Opportunities, and Threats (edit or update what the Department already has). Identify departmental priorities. Define what the Department wants to achieve, how Racial Equity and Social Justice pay part, and types of marketing and outreach. Determine the strategic plan strategy. Define strategic goals and objectives. Develop long and short-term goals and objectives.
