This role will involve managing the Request for Proposal (RFP) procurement, implementation of new systems, and the transition of legacy systems. The PM will also support operational, programmatic, and change management efforts to ensure the success of the Medical Marijuana Program (MMP), signed into law on April 17, 2016. Qualifications Experience: 7-9 years in project management of technical initiatives with large, complex teams and vendor involvement. Skills: Proficiency in budgeting, communication, leadership, negotiation, problem-solving, team building, and organizational management. Education: Bachelors degree or equivalent technical study preferred. Certification: PMP certification preferred. Familiarity: Experience with Health and Human Services (HHS) programs is advantageous. Key Requirements Ability to manage projects adhering to PMIs five phases of project management. Expertise in risk mitigation, resource management, and project lifecycle execution. Demonstrated leadership and ability to work independently. Key Responsibilities Project Management Services: Oversee the RFP procurement and manage the implementation and transition of the new BMM system. Represent the Office of Medical Marijuana (OMM) in the Enterprise Licensing System (ELS) Implementation Project. Operational Support: Perform system administration, including daily monitoring, issue resolution, vendor coordination, and disaster recovery. Maintain program requirements, system documentation, and ensure regulatory compliance. Support governance committees and manage vendor coordination for approved changes. Reprocurement Coordination: Assist with tasks related to reprocurement and transition of the MM Registry. Manage the transition from the SalesForce Helpdesk ticketing system to a new ticketing system. General Duties: Direct and manage high-profile IT projects with delivery cycles of 8-12 months. Develop and maintain the Project Management Plan and Project Schedule. Manage budgets, risks, and project deliverables. Communicate effectively with stakeholders, including status reports and presentations. Ensure compliance with HHS DC standards and procedures. Additional Information Incurred Costs: DOH does not reimburse costs related to quote preparation, parking, teleworking, or other incidental expenses. Reporting: Weekly updates in compliance with HHS DC guidelines and personal status reporting via SharePoint.
