Mandatory Skills: IT Service Management and ITIL expertise. Job Description The Texas Health and Human Services Commission (HHSC) seeks a Systems Analyst 3 for Applications/Software Development. This individual will act as a Service Management Process Owner, providing leadership and managing IT Service Management (ITSM) projects. They will guide infrastructure and operations teams toward service management maturity using ITIL principles. All work products from the project will be considered "works made for hire" and become HHSC property. Background checks may be required per Texas law. No fees will be paid for interviews or discussions during the selection process. Key Responsibilities: Lead ITSM process development and service management projects. Implement IT best practices and ensure service quality improvements. Translate technical concepts into business-friendly terms. Collaborate with IT managers, business analysts, and technical experts.
