Position: System Developer (GIS) Location: 120 Broadway, 30th Floor, New York, NY 10271 Agency: New York City Department of City Planning (NYC DCP) Interview Type: Webcam Assignment Title: Linear Feature Maintenance of the Citywide Street Centerline System Work Location: 120 Broadway, 30th Floor, New York, NY 10271 - 100% Onsite Scheduled Work Hours: 9 AM to 5 PM, Monday Friday Project Start/End Date: 01/20/25 03/31/26 SCOPE OF SERVICES Design, develop, and enhance ESRI ArcGIS Pro-based applications and custom extensions for spatial data editing of linear and point features. Implement custom tools, scripts, and workflows in ArcGIS Pro to optimize GIS data editing, analysis, and visualization. Maintain and improve existing GIS systems to ensure reliability and performance. Manage, process, and analyze spatial data from diverse sources. Ensure the integrity and accuracy of GIS datasets, including performing data conversions, quality assurance, and updates. Optimize spatial databases and file geodatabases for performance and usability. Develop integration solutions for GIS systems with enterprise platforms or third-party tools. Automate repetitive GIS workflows using Python (ArcPy), Arcade, ModelBuilder, or similar tools. Create and maintain technical documentation, including system designs, workflows, and user guides. Generate reports and dashboards using GIS data to support decision-making processes. Provide technical support and knowledge transition to team members and end users as needed. REQUIRED QUALIFICATIONS, SKILLS, AND EXPERIENCE Note: candidates who do not have the required skills will not be considered. Bachelors degree in computer science, Information Systems, Geographic Information Systems (GIS), or a related field. Minimum of 5 years of experience in ArcGIS Pro-based GIS solution design and development. Demonstrated proficiency with ESRI product suite, including ArcGIS Pro, ArcGIS Enterprise (Server, Portal, SDE DataStore), ArcGIS Desktop, ArcGIS Online, and ArcMap. Demonstrated experience working with geospatial data types in Microsoft SQL Server, Oracle/Oracle Spatial, and PostgreSQL/PostGIS databases. Hands-on development experience with Python, ArcPy, Arcade, and Model Builder to create/extend editing tools in ArcGIS Pro. Experience with MS-SQL Server, PostgreSQL, Oracle, and/or other geospatial databases. Familiarity with ArcGIS Online capabilities and GIS application development. Ability to collaborate effectively within a team environment. Knowledge of emerging trends and technologies in GIS. Familiarity with application lifecycle management (ALM) tools such as Azure DevOps and GitHub. Experience with version control and release management practices. Excellent problem-solving, collaboration, and communication skills. Experience in Microsoft .NET/C#/SQL Server-based web application development will be a plus. ADDITIONAL PROVISIONS: Vendors Minimum Requirements: Respondents must be M/WBE certified and shall have a minimum of five (5) years prior experience providing professional technology staffing services. Special Requirements: Consultants will not be compensated for lunch or mealtime holidays, vacations, or sick leaves taken by the consultant during the engagement. No overtime or schedule differentials premiums will be paid to Contractor for consultants that perform work after/outside of business hours. All hours worked will be paid in accordance with the hourly billing rate. Unless otherwise pre- approved in writing by the DCP reporting manager, the consultant cannot work more than 35 hours per week. Consultants should be able to work in person from DCP location at 120 Broadway, 30th Floor, New York, NY 10271, complying with New York City and DCP policies.
