Project Manager Telecommunications and Public Safety Communication Systems

Position Overview:

The Alabama First Responder Wireless Commission (AFRWC) is seeking a skilled and experienced Project Manager to support the development of a statewide public safety communications network. This role will focus on project planning, budgeting, RFP drafting, and stakeholder management, ensuring the successful integration and upgrade of telecommunications infrastructure to enhance the safety and communication capabilities of Alabama's first responders.

Key Responsibilities:

Executive Summary & Budgeting: Develop a high-level executive summary outlining integration and upgrade options for the statewide communication system. Compile budget estimates based on current and projected costs for the project.

RFP Development: Draft and refine a Request for Proposal (RFP) for hiring a telecommunications system consultant to assist with network upgrades.

Stakeholder Coordination: Work closely with stakeholders, including state legislators and commission members, to gather requirements and ensure alignment with the projects objectives.

Compliance & Procurement: Ensure all project activities comply with state procurement processes, best practices, and legal guidelines. Collaborate with legal and procurement teams to finalize documentation.

Infrastructure Assessment: Evaluate the existing infrastructure, including MPLS, microwave, and fiber networks, identifying opportunities for integration and optimization.

Technical Guidance: Provide high-level technical guidance on network design, IP-based solutions, and secure data transmission.

Reporting & Presentations: Prepare detailed reports, presentations, and cost-benefit analyses for AFRWC commission meetings. Present project findings and recommendations during quarterly meetings.

Vendor & Stakeholder Liaison: Act as the primary point of contact between AFRWC and external vendors, suppliers, and other state agencies.

Executive Support: Assist the executive director in building relationships with legislative and governmental stakeholders, ensuring the project aligns with statewide safety and communication goals.

Skills Required:

Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)

Experience Required:

Minimum 5 years of Project Management experience in telecommunications, network systems, or related fields.

Experience Preferred:

Previous experience in managing Public Safety Communications Systems or similar large-scale telecommunications projects.

Must Haves:

5+ years of PM experience in Communications Systems

5+ years of experience in Designing RFPs in the public sector
