From: Sankhi Tudu, Vyze Inc [email protected] Reply to: [email protected] TITTLE: PROJECT MANAGER LOCATION: TALLAHASSEE, FLORIDA- ONSITE DURATION: 12 months VISA: ANY VISA (Except H1B) MOI: MS TEAMS SCOPE OF WORK Under the resulting PO, the selected Contractor shall provide staff to fill contract positions who can work the requested schedule, perform the tasks required, and who possess the qualifications as set forth in this RFQ. Work Tasks and Qualifications for each position are in the IT Staff Augmentation Services STC and within this RFQ. Primary duties related to this position include but are not limited to the following. The Contractor shall provide the following service tasks for the unit in which they are augmenting over the course of the PO period: A. Duties 1. Project Planning and Execution: Develop comprehensive project plans, including scope, objectives, timelines, resource allocation and funding documentation to include IVBs, and Legislative documentation. Oversee all aspects of project execution to ensure deliverables are completed on time, within budget, and aligned with organizational goals. 2. Develop ITNs and Solicitation Documents: Draft invitation to negotiate (ITN) and other solicitation documents as required to support FGCCs IT procurement needs. Ensure alignment with applicable state procurement laws and regulations. 3. Validate Requirements: Collaborate with stakeholders to gather, validate, and document business and technical requirements. Develops traceability matrices and other tools to track requirement fulfillment. 4. Template Creation: Design and maintain project templates for consistent documentation and reporting, including progress reports, risk assessments, and change management logs. 5. Project management Responsibilities: Implement project management methodologies in compliance with 60GG-1, Florida Administrative Code. Monitor and manage project timelines, risks, budgets, and scope, ensuring adherence to quality standards. Conduct stakeholder communications to provide regular updates on project status, milestones, and potential issues. 6. IT Specific Responsibilities: Oversee IT infrastructure and applications projects, ensuring alignment with FGCCs strategic goals. Coordinate with technical teams to manage system implementations, upgrades, and integrations. 7. Continuous Improvement: Identify opportunities for process improvement within project management practices. Apply lessons learned from previous projects to enhance efficiency and effectiveness. 8. Documentation and Reporting: Maintain accurate and comprehensive project documentation, including meeting minutes, project plans, and final reports. Prepare regular updates and progress reports for internal and external stakeholders. 9. General Responsibilities: Provide strong leadership and guidance to project teams. Ensure compliance with all relevant state and federal regulations, including security and confidentiality requirements. The Project Manager will support various IT projects, including but not limited to system implementations, application upgrades, infrastructure modernization, and regulatory compliance initiatives. B. Delivery 1. Demonstrates, models and reinforces the Commission's fundamental values of fairness, cooperation, respect, commitment, excellence, honesty and teamwork 2. Provides high quality and professional customer service 3. Maintains high quality documentation 4. Coordinates with vendors and service providers to resolve support issues 5. Maintains appropriate documentation to support business and IT teams C. Research and Planning 1. Keeps current with industry trends and practices 2. Researches, analyzes, recommends, designs, tests and implements new technologies and services to deliver cost-effective and technically efficient solutions 3. Assists leadership in establishing objectives, setting goals and establishing unit priorities 4. Assists leadership on technical and project-specific initiatives 5. Work with project management teams to facilitate large initiative planning and documentation 6. Work with stakeholders to gather and analyze requirements D. Internal Processes & Support 1. Follows all established team processes and procedures 2. Facilitates relationship management efforts 3. Develops documentation for support processes, systems and procedures 4. Participates in the change management process 5. Tracks time for Professional Services billing purposes 6. Provides support assistance to internal and external customers 7. Maintains security, confidentiality and availability of systems 8. Must be available for on-call and/or overtime duties as required 9. Develops quality control methods for ensuring outputs meets standards E. Work Schedule 1. Weekly billable hours are not to exceed forty (40) hours unless the Contract Manager provides prior written approval. 2. A five (5) day regular work schedule will be mutually agreed to in writing, unless prior written approval is provided by the Contract Manager. Work hours are Monday through Friday, Normal Business Hours, but may include after hours, nights and weekends QUALIFICATIONS AND EXPERIENCE The Commissions preferred Project Manager Knowledge, Skills and Abilities include: 1. Ability to identify and remediate issues. 2. Ability to work under pressure and with multiple deadlines. 3. Attention to detail and consistency of work output. 4. Ability to develop and implement project plans. 5. Ability to communicate clearly and effectively orally and in writing. 6. Ability to work independently. 7. Ability to conduct efficient primary and secondary technical research online. 8. Familiarity with Microsoft Visio and Excel. Knowledge of principles and processes involved in business and organizational planning, coordination, and execution. 9. Knowledge of current trends and State of Florida initiatives in the area of management information systems. 10. Ability to communicate information technology issues effectively with non-technical users. 11. Ability to work in Agile, Waterfall and Hybrid processes. General Characteristics Responsible for overall coordination, status reporting and stability of project-oriented work efforts. Establishes and implements project management processes and methodologies for the IT community to ensure projects are delivered on time, within budget, adhere to high quality standards and meet customer expectations. Responsible for assembling project plans and teamwork assignments, directing and monitoring work efforts on a daily basis, identifying resource needs, performing quality review; and escalating functional, quality, timeline issues appropriately. Responsible for tracking key project milestones and adjusting project plans and/or resources to meet the needs of customers. Coordinates communication with all areas of the enterprise that impacts the scope, budget, risk and resources of the work effort being managed. Assists Program Manager(s) in partnering with senior management of the business community to identify and prioritize opportunities for utilizing IT to achieve the goals of the enterprise. Must possess extensive knowledge and expertise in the use of project management methodologies and tools, resource management practices and change management techniques. This is a management role with human resource management responsibilities (e.g., hiring, performance management). Manages one or more cross-functional projects of medium to high complexity. More senior role has responsibility for multiple large, complex projects with greater impact to the enterprise. Dimensions Education: Bachelors degree in computer science, Information Systems, Business Administration, or another related field. Or equivalent work experience. Project Management certification or successful completion of a recognized project management curriculum is required. Experience: Typically has 7 to 10 years of IT work experience, including 4 or more years managing projects. Experience with projects in multiple technologies and functions. Breadth: Middle level management. Works under general direction of senior level management. Responsible for the management of one or more medium to large-sized, moderately to highly complex projects. Typically manages and mentors project leaders and project management staff.
