The North Carolina Department of Transportation (NCDOT) is seeking a Technical Specialist Solutions Designer contractor (>10 years experience) for a 12-month engagement for the Engineering Application Services Department (EAS) to assume responsibility for an existing custom web-application called QAP, and to provide production support, analysis, design and testing on a mission-critical application for the Department called HiCAMS. HiCAMS is a custom, client-server, PowerBuilder application used to track work, materials and payments on North Carolina Division of Highways Construction projects. QAP is a .net web application tied to the HiCAMS database to capture QA and QC data on aggregate and asphalt materials in support of the Materials & Test business unit. We are seeking someone to take over ownership of the QAP web application part of HiCAMS, which would include learning the existing functionality, meeting with clients to identify issues and enhancements, updating existing documentation to be consistent with the application functionality, scheduling software releases, and working with developers and database staff to implement the desired changes enhancements, along with providing Production and testing support of the application. This individual should have practical experience with all phases of the standard software development life cycle, including requirements gathering, analysis, design, development, unit & system testing, quality assurance testing as well as experience with business process transformation and application Production support. Demonstratable experience designing and implementing software solutions in client/server, web-based and Sharepoint environments are also valuable skills were seeking.
