Job Title: Senior Project Manager Location: Michigan (Hybrid, 3 Days Onsite) Employment Type: Contract Work Authorization: USC, GC, EAD-GC (Genuine visas only) LinkedIn and Local Drivers License Required Job Description We are seeking an experienced Senior Project Manager to join the State of Michigan's Project Management Office (PMO) supporting the Department of Insurance and Financial Services (DIFS). This is a multi-year, high-priority legacy modernization project, requiring exceptional leadership and organizational skills. The ideal candidate will work closely with DTMB Agency Services technical teams and agency executives/stakeholders to ensure the project's success. This is a hybrid role requiring 23 days onsite per week in Michigan, with the remaining work conducted remotely. Key Responsibilities Project Management and Reporting: Use the State of Michigans Project Portfolio Management Tool (Clarity) to manage project schedules, assign resources, and oversee budgets. Prepare and deliver presentations to executives, managers, and project teams. Project Monitoring and Communication: Track project progress, ensuring timely updates on cost, schedule, scope, resources, quality, and risks. Maintain effective communication with stakeholders, sponsors, team members, program managers, and DTMB management. Leadership and Collaboration: Foster collaborative participation between technical and business teams, building consensus and commitment. Guide the project team in creating and maintaining key deliverables, including: Project Charter Project Schedule Project Budget Communication Plan Project Status Reports Risk and Issue Management Plans Change Requests Project Closeout Summary Methodology and Compliance: Ensure adherence to the State Unified Information Technology Environment (SUITE) Project Management Methodology (PMM) and System Engineering Methodology (SEM). Oversee proper transitions through project lifecycle stages and phases. Change and Corrective Action Management: Enforce change management processes, ensuring all change requests are approved and appropriately documented. Develop Corrective Action Plans (CAP) for projects in yellow or red status. Vendor Management: Review vendor contracts and manage deliverables, ensuring compliance with deliverable approval procedures. Stakeholder Engagement: Clarify participant expectations, ensuring all deliverables are assigned, reviewed, and completed. Facilitate communication with other agencies as needed. Required Qualifications Education: Bachelors degree in a related field (preferred). Experience: Extensive experience in formal IT project management, including managing high-priority projects with multiple vendors. Proven ability to work in a fast-paced hybrid environment with cross-functional teams. Proficiency with Clarity for project scheduling and resource management. Strong understanding of SUITE PMM and SEM methodologies. Technical Skills: Expertise in project planning, risk management, and change management. Familiarity with vendor contract review and deliverable tracking. Exceptional problem-solving and communication skills (both verbal and written). Other Requirements: Must reside locally in Michigan or be willing to relocate. Strong stakeholder management and leadership capabilities. Preferred Qualifications Experience managing state or government projects. Certification in project management methodologies (e.g., PMP, Agile, Scrum). Familiarity with the State of Michigans project management tools and processes.
