DESCRIPTION OF SERVICES Texas Health and Human Services Commission requires the services of 3 Systems Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Systems Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission. All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s). Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system. 1. Lead the migration efforts of current legacy system to new modernized system at state support living centers. This includes comprehensive planning, data assessment, cleansing, and mapping to ensure compatibility with the new system. The Worker will document all phases of the migration process, engage with clinical and IT stakeholders for requirements gathering, and ensure clear communication throughout the Software Development Life Cycle. (40%). 2. Ensures that design complies with HHSC standards. This task also involves setting up validation and auditing processes to maintain data integrity post-migration. (10%) 3. Perform necessary testing of the migration process, including creating and executing Unit test scripts, managing test scenarios, analyzing test results, and debugging issues. Utilize established software development and testing standards to ensure the reliability and functionality of the new SaaS solution. (25%) 4. Provide regular updates on the migration progress to all project stakeholders including immediate managers, technical leads, developers, and business analysts. Use ticketing systems for information sharing and problem resolution. Prepare and deliver presentations and updates to both internal and external audiences to explain the migration process, system functionality, and technical challenges (15%) 5. Facilitate the smooth transition to the new system by providing strategic oversight and support post-migration. This includes training end-users, preparing comprehensive system documentation, and recommending strategies for optimizing system performance based on feedback and performance metrics. (10%) II. TERMS OF SERVICE Services are expected to start 03/10/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 1096 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. IV. WORK HOURS AND LOCATION Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 4601 W Guadalupe St, Austin, TX 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
