The vCISO will provide strategic guidance, risk management, and incident response planning, ensuring compliance with security frameworks and regulatory standards. This contract is for an initial term of 36 months with potential extensions. The vCISO must be available 24/7/365 on an as-needed basis. Key Responsibilities: Cybersecurity Program Development: Define, implement, and maintain the Districts cybersecurity strategy, ensuring alignment with industry best practices. Risk Management & Compliance: Assess cybersecurity risks, develop risk mitigation strategies, and ensure compliance with regulatory frameworks. Incident Response & Threat Management: Develop and maintain an Incident Response Plan, providing real-time incident support and forensic analysis in case of a security breach. Vendor Risk Management: Establish a vendor security evaluation process to assess third-party security risks. Security Awareness & Training: Conduct periodic security awareness programs for employees to improve cyber hygiene. Technical Oversight: Guide the implementation of security technologies, including Endpoint Detection and Response (EDR), Security Incident and Event Management (SIEM), Patch Management, and Vulnerability Management. Data Protection Strategy: Design and implement data encryption, access control, and governance policies to safeguard sensitive information. Stakeholder Engagement: Work closely with executives, IT teams, and external agencies to enhance cybersecurity posture. Regulatory Compliance & Reporting: Ensure adherence to cybersecurity laws, industry standards, and audit requirements. Required Qualifications: Education: Bachelors degree in Computer Science, Cybersecurity, or a related field. Experience: Minimum 10 years of experience in a senior or lead cybersecurity role for governmental entities. Technical Expertise: Experience managing security for organizations with 350+ network users across multiple physical locations. Expertise in Incident Response, Risk Management, and Compliance. Strong knowledge of Microsoft M365 security tools, including Azure AD, Entra ID, Intune, and Information Protection & Governance. Experience working with Windows, Linux (various distributions), and VMWare environments. Certifications (Mandatory): Certified Information Security Systems Professional (CISSP) Certified Information Systems Auditor (CISA) OR Certified Information Security Manager (CISM) Preferred Skills: Experience transitioning cybersecurity programs from legacy systems to modern frameworks. Familiarity with government cybersecurity regulations and reporting requirements. Strong analytical skills with the ability to interpret security logs, reports, and threat intelligence data. Hands-on experience in data protection, encryption technologies, and cloud security. Additional Information: The vCISO will work remotely but must be available for emergency response and periodic virtual or on-site meetings as required.
