An OMH Electronic Health Record (EHR) system

Provide a short description of the Position:

A new OMH Electronic Health Record (EHR) system will be implemented to ensure that the Electronic Health Record system replaces source data for all areas of legacy data. The business analyst will collaborate with OMH business owners and EHR projects team members to ensure a cohesive approach to business analysis, data management, and quality through all phases of the Electronic Health Record project implementation.

Day-to-day tasks:

Work as a liaison among stakeholders to elicit, communicate, and validate requirements for changes to current business reporting requirements and policies for the development of new operational reports and analytics.

Conduct data analysis of business and user needs and develop business requirements documents in accordance with the requirements and protocol of the ITS EIM Division during multiple project phases.

Create business documentation (Business Requirement documents, use cases, swim lanes, process documentation) that detail the Business Intelligence reporting requirements and deliverables for reports, dashboards, and ad hoc tools.

Work closely with Data Warehouse and Business Intelligence technical team members and various OMH Business Owners to create Business Requirement documentation and communicate the business requirements to the technical team for development of logical and physical dimensional data model reporting requirements.

Collaborate with data modelers, ETL developers, programmers, and business owners to translate report requirements, provide clarification of business rules, prioritize development, obtain signoff, and ensure successful delivery of accurate end-user reporting requirements.

Create and execute test scripts, scenarios, and test plans to validate initial business requirements and report output through the DEV, QA, and PROD migrations testing for accuracy and sign off on deliverables.

Assist in providing training and end-user support for OMH staff utilizing the Analytics tool.

Mandatory Qualification:

Position Job Title: Business Analyst

Position Skill Level: Expert (84+ months of experience)

Requested Qualifications:

84 Months Experience with business intelligence tools to design reports, or data analysis business solutions for operational reports.

84 Months Experience in quality assurance testing of reports, SQL analytics, Oracle SQL knowledge, managing defects, development of report user acceptance documents including test plans.

60 Months Experience soliciting report requirements, end-user documentation development, specifically business reporting requirements documents (BRDs), use cases, report mockups, wireframes, and flow diagrams.

60 Months Experience with all phases of support specifications development including design, testing, and maintenance of reports.

60 Months Experience in Business Intelligence tools and a data analytical background.

60 Months Development of end-user training materials for use of Analytics, Dashboards, and/or Business Intelligence or application reports.

60 Months Experience developing and implementing system and workflow processes in a Business Intelligence environment.

CBAP (Certified Business Analysis Professional) certification by the International Institute of Business Analysis (IIBA).

Bachelors degree in business intelligence, information science, criminal justice, health science, computer science, mathematics, or public/business administration.

Additional Information:

HIPAA and OMH Confidentiality and Non-Disclosure Agreement (CNDA) required.

Candidate will attend all New York State Office of Employee Relations and Agency mandated training programs.

Knowledge transfer from the consultant/project team to State employees will be mandated.
