The vCISO will be responsible for implementing industry-leading security frameworks, conducting risk assessments, ensuring compliance with NIST guidelines, and providing strategic cybersecurity leadership. Key Responsibilities 1. Cybersecurity Program Development (First 6 Months) Develop and document a comprehensive cybersecurity program aligned with: NIST Cybersecurity Framework NIST Controls Catalog NIST Methodology for Systems & Data Categorization Evaluate current cybersecurity policies, procedures, and guiding documents. Develop a vision, mission, and strategy document for executive endorsement. Draft a charter document to establish the cybersecurity function within the District. Provide recommendations for cybersecurity staffing needs. Consolidate the Incident Response Plan (IRP) into a standalone document. Establish a vulnerability & patch management program. Develop a Risk Matrix for the Districts IT infrastructure. Implement a Vendor Risk Management Program and a Cybersecurity Questionnaire for critical suppliers. Review and recommend improvements to cybersecurity awareness training for employees. 2. Ongoing Cybersecurity Support Participate in Security Meetings: Attend and contribute to the District Security Committee (monthly). Cybersecurity Check-ins: Conduct monthly cybersecurity status meetings. Threat Intelligence Reports: Provide a monthly digital threat intelligence report. Annual Cybersecurity Assessment: Conduct a detailed security assessment identifying areas for improvement. Present an executive summary and recommendations to District leadership. Disaster Recovery Planning: Participate in daily meetings during the annual disaster recovery exercise. 3. Incident Response (24/7/365 Availability) Serve as the primary contact for all cybersecurity incidents. Provide on-demand response and support for security breaches, vulnerabilities, and incidents. Required Qualifications & Skills Education & Experience: 8+ years of experience in cybersecurity leadership, risk management, and compliance. Previous experience as a CISO, vCISO, or Senior Cybersecurity Consultant. Strong familiarity with NIST, CIS Controls, ISO 27001, and other industry frameworks. Experience in incident response, vulnerability management, and risk assessment. Strong background in cybersecurity training, awareness programs, and policy development. Technical & Professional Skills: Expertise in cybersecurity governance, compliance, and risk management. Strong knowledge of cloud security, network security, and endpoint protection. Experience conducting cybersecurity assessments and audits. Ability to draft and implement security policies, procedures, and playbooks. Strong communication and leadership skills for executive-level presentations. Other Requirements: Must be physically based in the United States. Work must be conducted entirely within the U.S. (Data must be stored, processed, and analyzed within the country). Cannot reassign the vCISO role without prior written consent from the District.
