Position: Senior Software Engineers - PORFP K23-0094-25L-5 (12+ years candidate only) Location: Annapolis, MD 21401 Hybrid Duration: Long Term Job Description: Must provide copy of degree or other evidence (i.e. transcript) 2 days remote, 3 days on-site (Hybrid) Summary The AOC is seeking proposals from prospective Offerors to provide two (2) Senior Software Engineers. The Senior Software Engineers will play a crucial role in designing, developing, and maintaining two of our primary applications being rewritten. The focus areas include event-driven design, Spring Boot, microservices architecture, Kubernetes, React, Elastic search, and either RabbitMQ or Kafka. Resource Qualifications A. The Offeror shall propose resource(s) that meet the following minimum qualifications: 1. Bachelors degree in computer science, or a related field (as determined by the AOC). Job Description 1. Design and Development a. Develop microservices using Spring Boot. b. Create responsive user interfaces using React. c. Apply event-driven design principles to build scalable and resilient applications. d. Collaborate with cross-functional teams to design and implement software solutions. 2. Message Brokers e. Implement message producers and consumers. f. Work with RabbitMQ for message queuing and event streaming. g. If experience is in Kafka, understand the architectural differences between RabbitMQ and Kafka. 3. Deployment and Infrastructure h. Monitor and troubleshoot production systems. i. Optimize application performance and scalability. j. Deploy microservices to Kubernetes clusters, utilizing CI/CD pipeline. 4. Quality Assurance k. Conduct system testing and debugging activities. l. Write unit tests with a goal of 85% coverage and participate in peer code reviews. 5. Documentation and Communication m. Design shall include sequence diagram for major use cases. n. Document technical specifications, architecture, and design decisions. o. Collaborate with product managers, designers, and other engineers to define requirements and deliverables. 6. Reporting p. A weekly report communicating project progress and status. The AOC will provide the reporting format to the Successful Proposed Resource. q. Resource will report activity on a weekly basis to communicate progress made on the programs/projects. r. Weekly time reporting on JIS provided forms, and any additional reports as assigned by the supervising manager. OFFEROR RESOURCE(S) SKILLS, EXPERIENCE, & CAPABILITIES B. Offeror shall propose resource(s) possessing the following preferred skills, experience, and capabilities: 1. Experience with: (1) Front-end utilizing React and/or Angular. (2) RabbitMQ or Kafka for message queuing. (3) Elastic search. 2. Ability to: (1) Analyze complex technical challenges and propose effective solutions. (2) Excellent verbal communication skills 3. Knowledge of: (1) The use of design patterns. (2) Kubernetes for container orchestration. (3) RESTful APIs and web services. 4. Excellent verbal communication skills 5. Proficiency in event-driven design principles. C. PLACE OF PERFORMANCE 1. Work shall be performed in a hybrid setting each week, Monday through Friday, as follows: 2. Two (2) days remote at a suitable off-site location selected by the Offeror/Offeror Resource(s). (1) The AOC reserves the right to determine an off-site location is not suitable (e.g., crowded public space with distracting background noise during meetings). 3. Three (3) days on site at the Maryland Judiciary Information Systems, 189 Harry S Truman Parkway, Annapolis, MD 21401. 4. On-site support may be required. As designated by the Judiciarys Chief Technology Officer, the proposed resource(s) must be able to report on-site within twenty-four (24) hours after notification. a. If required to report, the Offeror Resource shall report to Maryland Judiciary Information Systems, 189 Harry S Truman Parkway, Annapolis, MD 21401. b. The AOC does not have a limit on the number of times the proposed resource(s) may be required to be onsite.
