Description of Project

The Minnesota Department of Information Technology Services (MNIT) partnering with The Minnesota Department of Public Safety (DPS), is seeking one full-time Solutions Architect for the MNCrash program in the Office of Traffic Safety (OTS).  MNCrash is the sole crash reporting system in the State of Minnesota.  Under state statutes, all law enforcement agencies in Minnesota are required to submit crash reports using only this system.  Minnesota is required under federal law to share certain crash data with the USDOT.  The crash data collected in MNCrash is also shared with state agency stakeholders and traffic safety professionals such as MnDOT, MDH, Driver & Vehicle services, and others.  The system also integrates with the Bureau of Criminal Apprehensions (BCA) Identity and Access Management solution, providing a portal for users of BCA systems to be able to enter crash reports using existing credentials.  The data is used to prevent motor vehicle crashes, serious injuries, and fatalities on Minnesota roadways.

The current MNCrash 1.0, which was originally launched in 2016, is a robust system that has been honed and enhanced over the years by using user feedback and direct user testing.  It is a nationally renowned system and provides an intuitive interface, decision aides, data integration for automation, and built-in logic to streamline data entry and to reduce errors.

However, there is a need to modernize the system, and create a MNCrash 2.0, to meet the needs of users and stakeholders.

The foundational technology and code are outdated and requires a high learning curve for developers.

The user-interface has an outdated look and feel.

The system has four separate platforms, which requires significant resources to maintain and to test.  The goal with MNCrash 2.0 is to reduce to one platform.

The ultimate goal is to remain proactive and avoid system end-of-life issues.

With modernization, there is an opportunity to increase integration, automation, and improve security. There is opportunity to bring in a modernized tech stack that is more flexible and can quickly meet business and technical needs and changes.

At a high level, the resource will provide expertise and assistance in the development of system enhancements, including determining technical requirements, testing, reporting, and meeting federal and state standards.  The resource will provide expertise and assistance in support tasks such as addressing reported system bugs and outages, manage deployments, and implementing software and interface updates.  The resource will provide technical and business requirements for the MNCrash application to be used for a replacement system.  The resource will provide knowledge transfer.  

Sample Tasks

Provide expertise and assistance in the development of system enhancements, including determining technical requirements, testing, reporting, meeting state standards, and modeling.

Act as lead to the MNCrash development staff, provide training and knowledge transfer as necessary, and delegate appropriate tasks.

Monitor and maintain functionality of the public crash data query site.

Respond to requests from MNCrash users for technical support.

Lead integration efforts with other state agencies, municipal and county police agencies, and third-party vendors operating in the public safety space.

Advise other entities on how best to build interfaces with the MNCrash system.

Analyze and aid in resolving potential integration problems and other technology issues

Participate in research and related activities.

Size work for program increments and sprints.

Take on other related tasks as assigned by the Project Sponsor and the IT Manger.

Collaborate with other stakeholders, in addition to DPS, such as MNGEO and MNDOT, to implement desired improvements to the MNCrash system.

Oversee/implement necessary system maintenance and updates.

Provide technical and business requirements to for the MNCrash application to be used for a replacement system. (Note: The selected vendor is precluded from responding to future solicitations regarding the replacement of the system)

Partner with other resources on the solutioning and design elements for a replacement system.

Assist with data integration from current MNCrash application to a replacement system.

Provide knowledge transfer.

Skills

Eight or more years of experience in Enterprise Architect role

Four or more engagements lasting more than 6 months in Enterprise Architect role

Five or more years as lead developer

Three or more years of experience creating and architecting system and application solutions supporting multiple clients across multiple business units

Comprehensive knowledge of hardware, software, application, and systems engineering

Systems thinking the ability to see how parts interact with the whole (big picture thinking)

Knowledge of IT governance and operations

Interpersonal and leadership skills servant leadership, collaboration, facilitation, and negotiation skills

Communication skills both written and verbal

Ability to explain complex technical issues in a way that non-technical people may understand

Project and program management planning and organizational skills

Previous development or architect role at state or other government agency

Agile experience
