Position : Technical Lead HHS Data Integration Hub
Work Mode : Hybrid 
Location : Austin, Texas ( Candidate should be local to Texas )
Duration : 6-month+ 
Work Auth. : USC , GC only

Overview:
A public sector client of ours in Austin, Texas is looking for a Technical Lead for a 6-month hybrid contract opportunity that is likely to extend. Due to the nature of the role, they are currently only considering local candidates that are currently residing around the Austin area at this time. This is a hybrid position in their Austin office 2 days per week.
Our client is seeking a Technical Lead to support the design, development, and implementation (DD&I) of an HHS data integration hub. This role will involve leading an agile development team, implementing data acquisition strategies, developing complex SQL scripts, and ensuring data validation and transformation.
The data integration hub aims to:
Implement and configure the necessary infrastructure.
Automate data acquisition from diverse sources.
Develop complex SQL scripts for data transformation.
Ensure data validation and performance testing.
Deploy and enhance the system for ongoing support.
This effort follows agile methodologies and is aligned with the Texas Integrated Eligibility Redesign System (TIERS) approach. This position is suited for a highly experienced technical lead with expertise in J2EE, SQL, data integration, and healthcare data analytics, ready to drive the design and implementation of a mission-critical data integration hub.

Key Responsibilities:
Technical Leadership  Lead an agile development team, working closely with architects and data engineers.
Data Integration & Transformation  Automate data acquisition, develop SQL scripts for Snowflake and Oracle, and optimize dimensional models.
Application Development  Enhance and maintain enterprise web applications using J2EE and Tomcat Server.
Testing & Validation  Develop comprehensive data validation and data quality checks at different ingestion and processing stages.
Documentation & Training  Create technical specifications, diagrams, and user training materials.
Stakeholder Collaboration  Participate in requirement/design sessions, work closely with customers for validation, and propose enhancements as business needs evolve.
Security & Compliance  Ensure adherence to data security best practices, including PII and PHI protection.

Required Experience:
13+ years  Proficiency in J2EE technologies, including JavaScript and JSP.
13+ years  Hands-on experience in Front-End/UI Development for enterprise-grade web applications.
13+ years  Strong SQL query writing skills for data extraction, transformation, and analysis.
13+ years  Experience in application development using Tomcat Server and web services.
8+ years  Experience developing comprehensive data validation and data quality checks.
8+ years  Experience creating technical documentation for requirements, user training, and operations.
8+ years  Experience designing and developing SQL scripts for Snowflake.
8+ years  Strong analytical and problem-solving skills, particularly as a system analyst for data analytics, performance management, or data warehousing projects.
8+ years  Experience with technical writing and diagramming, including tools such as Visio, Erwin, MS Office Suite, and MS Project.
8+ years  Experience working on an agile sprint team.
8+ years  Proficiency in JIRA software.
8+ years  Proven business analysis experience, specifically with TIERS data (CHIP & Medicaid) in healthcare services.
8+ years  Experience integrating Tableau dashboards within web-based applications.
Preferred Qualifications:
8+ years  Proven ability to write well-designed, testable, and efficient code using best software development practices.
4+ years  Understanding of security principles and their application to healthcare data.
4+ years  Experience with modern software components for performance metrics visualization or business intelligence environments.
4+ years  Excellent oral and written communication skills.
4+ years  Strong time management skills, ability to handle multiple priorities, and switch between assignments quickly.
4+ years  Bachelors degree in Computer Science, Information Systems, Business, or equivalent experience.
4+ years  Prior experience in the Healthcare Industry.
4+ years  Prior experience with an HHS agency.
4+ years  Prior experience working with PII or PHI data.
4+ years  Functional knowledge or hands-on experience with Web Services (REST, SOAP, etc.).
