Proven experience in at least one full lifecycle implementation or migration from EBS to Oracle Cloud. Strong understanding of public sector grants management, project costing, billing, and budgeting. Ability to write functional specifications and collaborate with technical teams. Strong communication, stakeholder engagement, and problem-solving skills. Experience working in a government or public sector environment preferred.
