Job Overview: The City of Cedar Rapids is looking for a highly skilled Oracle CC&B Utilities Engineer to lead the design, development, support, and integration of Oracle-based enterprise applications, with a specific focus on Oracle Customer Care & Billing (CC&B) and Oracle Analytics Publisher. Responsibilities: Design, document, and implement new enterprise application solutions within the Utilities department. Provide ongoing support, maintenance, and enhancements for both new and existing software applications. Troubleshoot infrastructure and system-level issues affecting application performance. Develop and maintain detailed documentation for all applications and integrations. Participate in the development and enforcement of IT application policies, procedures, and standards. Collaborate with team members and departments to perform root cause analysis and resolve complex issues. Work with vendors and business stakeholders to design and implement software integrations. Analyze user and business requirements for application modifications or new solutions. Assist with feasibility studies, requirements gathering, and planning of system implementations. Support and troubleshoot non-enterprise custom application solutions. Contribute to the preparation of technical specifications and ensure compliance with development standards. Required Skills and Experience: Minimum of 10 years of experience with Oracle-based applications, specifically with Oracle Customer Care & Billing (CC&B) and Oracle Analytics Publisher. At least 7 years of hands-on experience in supporting and maintaining enterprise-level applications. Strong background with Oracle technologies and tools. Proficiency in Microsoft Office Suite and Microsoft Visio. Minimum of 5 years experience in process design and workflow analysis. Strong configuration, coding, and analytical output experience. Proven track record supporting Utilities business processes and operations. Deep experience in troubleshooting and performing root cause analysis. Education & Qualifications: Bachelors Degree in Information Technology, Computer Science, or a related field. In lieu of a degree, equivalent combination of education and relevant experience will be considered. Excellent verbal, written, and interpersonal communication skills. Ability to collaborate effectively across diverse teams and departments. Preferred Competencies: Solid understanding of systems analysis, server, and network operating systems. Familiarity with project management principles and IT security best practices. Ability to manage multiple tasks and deadlines with a high level of accuracy and attention to detail. Comfortable training and mentoring team members or end-users. Able to evaluate third-party applications for compatibility and integration. Willingness to respond to on-call emergencies and provide timely resolution.
