This journey-level role will focus on re-engineering workflows and supporting the development of new features within the Countys permitting system, Accela. The ideal candidate will collaborate with subject matter experts, developers, and project managers to gather requirements, document processes, and ensure successful implementation of system enhancements. Key Responsibilities: Elicit, analyze, and document business and technical requirements Organize and present requirements clearly for actionable development Prepare meeting agendas, minutes, action items, and follow-ups Collaborate with developers to clarify requirements throughout the software development lifecycle Develop software test plans and user documentation Conduct quality assurance testing to ensure system reliability and compliance with specifications Train end-users on new and existing software features Contribute to project documentation including proposals, schedules, change requests, and closure reports Qualifications and Skills: Strong oral and written communication skills Professional demeanor and presentation abilities Excellent organizational skills and attention to detail Ability to manage time effectively and meet deadlines Skilled in communicating with diverse stakeholders including technical teams, management, and external vendors Experience facilitating meetings and working independently Quick learner with the ability to understand and adapt to new systems Proficient in interpreting complex data and presenting it clearly to stakeholders Familiarity with Accela or experience working with Accela development teams or vendors Background in Community Development functions such as permitting, inspections, or planning.
