Title: Internal Business Systems Analyst
Location: State of Wisconsin Department of Health Services (DHS) HYBRID
Duration: 12+ Months

Project Overview:
The Department of Health Services (DHS) is launching a department-wide modernization initiative to develop or procure a comprehensive Grant Administration System. This critical project is part of DHSs strategy to improve transparency, accountability, and operational efficiency in managing federal and state-funded grants across all program areas.
The Internal Business Systems Analyst will be a key member of a contractor team (including a Project Manager and Systems Architect) responsible for analyzing current workflows and gathering business/system requirements to support the design of this new enterprise system.
Key Responsibilities:
Lead stakeholder engagement sessions to elicit and prioritize business needs
Analyze and document current-state grant administration workflows and data systems
Facilitate development of future-state process maps and business requirements
Draft detailed functional and technical requirement documents, use cases, and user stories
Support system feasibility analysis and contribute to solution design documentation
Collaborate with technical teams and vendors to ensure requirements are implemented accurately
Contribute to cost estimates for system development/procurement and long-term support
Assist in developing test plans and validating system functionality
May support user training and adion planning
Required Skills and Experience:
5+ years of experience as a Business Systems Analyst, Business Analyst, or similar role
Demonstrated experience gathering, analyzing, and documenting business and technical requirements
Strong stakeholder engagement and facilitation skills
Experience working with both technical and non-technical teams, including IT staff and external vendors
Excellent analytical, problem-solving, and written communication skills
Ability to work with minimal supervision and exercise sound independent judgment
Preferred Skills (Nice to Have):
Professional certifications: CBAP, Lean Six Sigma, or Change Management
Familiarity with grant management systems or enterprise-level software implementations
Experience with financial management system integration projects
Knowledge of state or federal government operations, funding, or compliance processes
Project Goals:
The new Grant Administration System will:
Replace outdated manual and spreadsheet-based workflows
Centralize the lifecycle of grant applications, awards, monitoring, and reporting
Improve data accuracy, transparency, and regulatory compliance
Enhance integration with existing financial management systems
Improve communication with internal staff and external grant recipients
Work Environment:
Reports to the Director of the Office of Grants Management
Collaborates with internal project managers, IT staff, and SMEs
Supports a high-priority, cross-divisional, enterprise-level initiative
Fast-paced, collaborative, and mission-driven environment
