Key Responsibilities Position Summary The Strategic Compliance Analyst is a high-impact, technical role responsible for leveraging advanced data analytics to secure federal tax incentives (e.g., Investment Tax Credits - ITC) by ensuring stringent compliance with Start of Construction (SOC) and Domestic Content (DC) requirements. This position acts as the bridge between technical data, operational execution, and financial strategy, directly contributing to project value maximization and audit readiness across the company's renewable energy portfolio. Key Accountabilities & Responsibilities 1. Technical Data Strategy & Business Intelligence Develop and maintain dynamic compliance dashboards using Power BI, Tableau, and Power Query to provide real-time monitoring of DC percentages, SOC milestones, and overall audit readiness. Execute sophisticated quantitative analysis utilizing Python and advanced Excel/VBA to model the financial impact of compliance decisions, linking operational spend data to key metrics (e.g., tax credit valuation, Project IRR, NPV). Implement and enforce rigorous data validation and governance protocols to ensure the integrity, accuracy, and traceability of all compliance and financial datasets required for regulatory reporting. Automate reporting workflows to translate complex regulatory data into clear, actionable financial and operational insights for executive leadership. 2. Domestic Content Compliance & imization Serve as the internal subject matter expert on interpreting and operationalizing evolving federal DC regulations (e.g., IRA, OBBB, FHWA, FTA, EPA) across engineering and procurement lifecycles. Design and manage comprehensive tracking frameworks to verify the domestic origin of materials, manufactured products, and labor expenditures. Lead cross-functional efforts to collect, validate, and manage supplier certifications, detailed cost breakdowns, and necessary documentation for DC reporting. Prepare and own audit-ready Domestic Content reports for executive sign-off and potential regulatory submission. 3. Start of Construction (SOC) Documentation & Control Define and enforce internal procedures for establishing and documenting SOC milestones in strict adherence to IRS guidelines (e.g., Physical Work Test, 5% Safe Harbor). Orchestrate documentation assembly across Engineering, Procurement, Legal, and Finance teams to ensure the timely and accurate creation of SOC packages. Guarantee comprehensive, defensible documentation is in place to successfully secure tax credits and bonus incentives. 4. Strategic Advisory & Risk Management Proactively advise Procurement and Legal on contract language, supplier selection, and strategic sourcing decisions to maximize Domestic Content percentage and minimize regulatory risk. Identify critical process gaps within the compliance workflow and champion continuous improvement initiatives to enhance efficiency and robustness. Act as the primary point of contact and data lead in support of internal and external regulatory audits. Qualifications Category | Requirement | Experience | 5+ years in a high-intensity Business Analysis, Compliance, or Project Management role within the Renewable Energy or EPC sector. | Education | Bachelor's degree in Business, Finance, Engineering, or a related quantitative field.
