The client Information Technology (client IT) executive program is seeking two qualified applicants for Business Analyst positions to support the ePermitting Discovery Project. This project is a significant, agency-wide discovery and planning effort focused on assessing clients current permitting environment, which includes multiple permitting applications across programs, and defining requirements for a future ePermitting solution. These positions require a full-time commitment (40 hours/week) and are ideal for senior-level business analysts with strong experience in requirements elicitation, process analysis, stakeholder engagement, and documentation in complex, regulated environments. This effort is focused on discovery and analysis and does not include system implementation or configuration. Qualifications: The ideal candidates will have demonstrated experience performing business analysis for complex IT initiatives involving multiple stakeholders, legacy and modern systems, and cross-program workflows. Develop current-state and future-state process flows and conceptual models. Identify opportunities for standardization and consolidation across permitting programs. Document statutory, regulatory, and operational constraints affecting permitting processes. Collaborate with IT staff to identify integration, data, reporting, and security considerations. Maintain discovery documentation, findings, and recommendations in accordance with PMO standards. Support development of executive summaries, findings report, and leadership report-outs.
