The role serves as the functional and governance lead for DHCFs Medicaid data ecosystem, ensuring that technical data infrastructure is trusted, auditable, and aligned with business and regulatory requirements. The Medicaid Data Systems Analyst will act as the agencys Metadata Architect, lead enterprise data catalog implementation, and manage translation of legacy SSIS and TFS-based business logic into modern Azure and Databricks environments.Key Responsibilities Serve as functional and governance lead for Medicaid data systems and enterprise data modernization efforts. Act as Metadata Architect and lead implementation of an enterprise data catalog and associated governance processes. Review and translate legacy SSIS and TFS-based business logic into modern Azure and Databricks pipelines. Ensure data lineage, auditing, and parity between source systems (SQL Server) and modern platforms (Azure Synapse). Work with stakeholders to align technical data infrastructure with business and regulatory requirements (MMIS, T-MSIS reporting). Use data validation and reporting tools (Power BI, Tableau) to verify transformed data meets reporting and visualization needs.Required Qualifications Bachelors degree in Information Technology or related field, or equivalent professional experience. Minimum of five (5) years using expert-level T-SQL for data auditing and parity testing between SQL Server and Azure Synapse. At least five (5) years working with MMIS data, including claims (837), eligibility (270/271), and T-MSIS federal reporting. Minimum of five (5) years reviewing legacy logic in Team Foundation Server (TFS) and using Azure DevOps for project tracking. At least five (5) years leading advanced technology or service projects. Minimum of five (5) years hands-on experience with enterprise IT platforms or data systems and full system engineering lifecycle experience.Highly Desired Qualifications Certification in Data Governance (e.g., CDMP) or Cloud Fundamentals (e.g., Microsoft Azure AZ-900). Experience using Power BI or Tableau to validate transformed data for reporting/visualization.
