Objectives of Engagement The primary objective of this engagement is to provide Project Management support to promote the successful transition of an on-premises, in-house custom EMS registry to an ImageTrend SaaS product for the Pennsylvania Department of Health (DOH), Bureau of EMS. Key objectives include: Execute an approved Statement of Work (SOW), including SLAs, defining vendor and program responsibilities. Identify, engage, and communicate with all relevant stakeholders. Build and manage a comprehensive project plan to ensure a successful SaaS transition. Hold the vendor accountable for SOW deliverables, particularly data migration from the legacy system to the SaaS solution. Partner with leadership to drive key decisions as needed. Operational Requirements The Senior Project Manager will direct, administer, manage, and facilitate enhancement, re-engineering, or development efforts for a high-priority, enterprise-wide IT initiative of strategic importance. Responsibilities include: Managing full project lifecycle activities (planning, design, development, testing, implementation). Developing and maintaining the Project Management Plan and Project Schedule. Ensuring delivery within scope, schedule, budget, and quality expectations. Managing delivery cycles of 812+ months. Developing and revising project estimates as needed and obtaining stakeholder approvals. Designing detailed project plans with defined tasks, milestones, and resource allocations. Monitoring schedule, milestones, risks, issues, and budget performance. Managing scope changes in accordance with Change Management processes. Creating and maintaining Communication Plans and Deliverables Matrix. Preparing and distributing regular status reports to stakeholders and leadership. Capturing and reporting project management metrics. Leading RAID+ log management including risk mitigation and issue tracking to closure. Coordinating system testing and quality assurance activities. Facilitating cross-functional collaboration across Application, Data Warehouse, Informatics, Networking, Security, and Service Management teams. Serving as the primary point of contact for all project-related issues. Following established PMO methodologies and standards. Providing weekly updates and maintaining required reporting in designated systems. Planning and coordinating project-specific training and orientation sessions. Mentoring less experienced project management staff as needed. Required Qualifications Minimum 7 years of Project Management experience managing large technical initiatives. PMP Certification (minimum 5 years), preferably through PMI. Four-year college degree or equivalent technical study (preferred). Highly Desired Experience implementing SaaS solutions. Strong background in Public Health, particularly Emergency Medical Services (EMS).
