Advise on program rules, regulatory compliance, and interagency referral procedures to ensure system accuracy. Translate housing program workflows into business requirements and user stories for the IT team. Partner with project managers, business analysts, and developers to validate functional design and implementation. Provide expertise on tenant eligibility, unit assignment, referral prioritization, leasing workflows, and re-rental processes. Ensure housing policy and programmatic nuances are represented correctly in system integrations with external partners (e.g., HRA, DHS, Housing Connect). Review test cases, system prototypes, and final deliverables to confirm alignment with housing program needs. Act as liaison with the company's program staff and external agency stakeholders to support smooth adoption of the system. Qualifications Extensive knowledge of NYC affordable housing and supportive housing programs, including referral and placement processes. Minimum of 57 years experience in housing policy, homeless services, or affordable housing program administration. Demonstrated experience working with case management or housing placement systems is preferred. Strong ability to interpret and apply regulatory requirements in operational and technical contexts. Excellent communication skills to collaborate with program staff, IT teams, and external partners. Prior experience advising on business requirements for technology projects in a government or non-profit setting a plus. Skills & Competencies Policy & Regulatory Expertise: Deep understanding of housing regulations, tenant eligibility, and interagency placement workflows.
