OCF supports Philadelphias most vulnerable children and families and prioritizes safe children, strong families, and supported schools. OCF administers a number of City-supported programs, including Out-of-School Time, WorkReady, Community Schools, and PHLpreK. OCF also oversees the Department of Human Services (DHS), which provides child welfare services, delinquent services, and child welfare prevention programs to promote safety, permanency, and well-being for children and youth at risk of abuse, neglect and delinquency. The Division of Performance Management and Technology supports the core missions of OCF and DHS in the following ways: Evaluating service quality and consistency, identifying needed improvements, and tracking these improvements over time; Building a world class data and information technology infrastructure; Developing and maintaining integrated information systems and data analytics so that practitioners can easily access and utilize quality and accurate data in their day-to-day decisions; Strengthening how OCF utilizes data to make informed decisions about the children and families we serve; and Conducting short- and long-term research to evaluate the effectiveness of programs and system-wide initiatives in order to continually inform policy and practice. The Office of Children and Families is looking for a Data Analytics Consultant to analyze quantitative and qualitative data and communicate the analyses via high quality data visualization and narrative. This work will be used to inform numerous reports at the provider- and city-level. We are seeking individuals who have experience in program and data evaluation that can utilize multiple methods of data collection and analyses. The successful applicant will be responsible for assisting with program data evaluation projects across the Office of Children and Families with a focus on Prevention Programs. Preference given to Applicants who have five years experience in program evaluation in the social science areas, such as: education (including out-of-school time and truancy), criminal justice, child welfare, public health, or other human services fields. Competency in quantitative methods is preferred. Position Responsibilities Collects, cleans, and analyzes the quality of large child-level and agency/site-level datasets. Manages projects that use descriptive statistics, predictive analytics, machine learning, and/or other methods to learn about and derive insights from the patterns and relations within a dataset. Uses inferential statistics or its equivalent to learn about the relations between and/or among variables in a dataset, including field evaluations. Supports the preparation and quality assurance of ad hoc reports and request for data for internal and external clients as needed. Coordinates, manages and conducts evaluation activities for various OCF projects and initiatives. Prepares memos, reports, and slide decks and conducts presentations to a variety of stakeholder groups regarding project findings. Designs and writes reports, logic models, literature reviews and other written materials. Develops visual presentations, including PowerPoint slides, charts, graphs, and infographics from raw and summarized data for a wide range of audiences. Facilitates inter-division meetings and communicates practice needs to technical staff for report creation and database changes. Education, Skills and Experience: Masters degree or higher in evaluation or related social science, with a strong foundation in evaluation and research method and/or a bachelors degree (or foreign equivalent) in Computer Science, Engineering, or related technical field Proficient in writing and reviewing reports, including syntax or code in analytic tools such as Cognos, Tableau, Stata, R or related software. Familiarity with child- and/or family-focused service-delivery in Philadelphia Accuracy, attention to detail and organizational skills. Confident, self-starter capable of taking ownership of tasks. Must be comfortable meeting tight deadlines by being organized and prioritizing tasks. Ability to learn quickly and manage multiple projects at once. Flexible to changing priorities, detail-oriented, works well under pressure. Critical thinking, analytic and problem-solving skills. Strong organizational and planning skills; completes assignments in a timely manner. Excellent verbal and written communication skills. Ability to work in a fast-paced working environment. Exhibits high initiative, strong drive and follow-through.
