Project Scope: The City has invested in a critical initiative to modernize its telecommunications infrastructure, making significant progress in transitioning from over 100 outdated Avaya Telecom systems to state-of-the-art Voice Over IP (VoIP) technology. The motivation behind this transition is rooted in the fact that the legacy Avaya systems have become increasingly untenable: the technology is no longer supported by the vendor, suffers from frequent malfunctions and outages, and has become technologically obsolete. As a result, the City has taken proactive measures to enhance its telecommunications framework by systematically phasing out obsolete equipment and eliminating single points of failure. These strategic actions are aimed at reducing interruptions to the vital voice services the City provides to its residents. In this modernization project, the City is offering a diverse array of VoIP services, including Cisco VoIP, Webex VoIP Soft Phones, MS Teams VoIP, and Avaya VoIP. This comprehensive offering empowers different City departments to select the technology that best aligns with their specific operational requirements and fiscal constraints, thus ensuring a "best fit" solution both in terms of functionality and cost-effectiveness. It's important to note that the project encompasses not only basic telephony but also integral services like voicemail systems and contact centers, which are indispensable components for efficient and seamless business operations. In summary, this initiative represents a holistic approach to modernizing the City's telecommunications infrastructure, enabling greater flexibility, resilience, and efficiency across the board. The primary business requirement is to ensure strategic and important city department voice service modernization projects are completed in a timely and efficient manner. These projects must ensure uninterrupted operations while simultaneously optimizing operational expenses by replacing the unreliable legacy phone technology. The new telecommunications systems are strategically designed to not only enhance the reliability of city systems but also to achieve this at the most cost-effective level possible. This multifaceted and complex technology involves the adoption of cutting-edge cloud-based contact centers, programming for system integration, design of system architectures and building of automated processes for call management, queue management, and automated attendants across multiple platforms. These solutions will be instrumental in facilitating a seamless experience for constituents in critical sectors such as permitting, healthcare, public utilities, and virtually all other departmental services. This Request for Proposal for Telcom Engineering services for the migration from Avaya to VoIP and the enhancement of city Contact Centers requires proposers to include on its team, an expert voice system engineer to perform the planning, design, engineering and implementation of Contact Center enhancements and integrations. Additionally, the engineer must have experience in migrating phone systems to new platforms such as Avaya to VoIP. Overall, the duties and responsibilities of the Telcom engineer require a strong technical background, excellent communication skills, and the ability to work collaboratively with other teams and stakeholders within our organization. Mandatory Skills: 15+ years of VoIP experience, with past CCNA voice, and CCIE (written) exams passed. Knowledge of and/or experience in the implementation and support of the Core VoIP systems at the Citys datacenters. Knowledge of and/or experience in supporting and maintaining Avaya infrastructures. Knowledge of and/or experience in the migration of PBX systems to VoIP systems. Knowledge of and/or experience in the implementation of call center features AudioCodes Certified Associate Webex Contact Center Expert CCNA/CCNP Collaboration Certification Experience with VoIP and Video protocols: SIP, SS7, RTP, TLS, SCCP, H.323, H.264 and MGCP Unified Communications Manager (CUCM), Utility Connection (CUC), Emergency Responder (CER), Instant Messaging & Presence (IM&P) Experience with Cisco UCCE/PCCE design, implementation, signaling and operations Experience troubleshooting of Cisco Voice Gateways, using both PRI and SIP circuit deployments Candidate must complete a completed questionnaire that includes: Approach for coordinating/managing all work activities, including coordination and communication with City staff, to meet project milestones and deliverable due dates. Processes/measures for controlling cost and schedule, tracking delivery/performance, and maximizing quality (QA/QC).
