Duration of contract 18-24+ months (Plus 2025/26 extensions) Remote/onsite/hybrid hybrid Local candidates only (Boston or New England area) must be able to interview onsite Send proof of residence with resume - drivers license, state-issued ID or copy of rental agreement/deed are strongly preferred (one page), no utility bills Our client is undertaking a multi-year project known as the Business Enterprise Systems Transformation (BEST) Program to implement a comprehensive Enterprise Resource Planning (ERP) software solution that will support a wide range of business functions used by all state agencies. The initial scope of the project is to implement functionality that supports Financial Management by replacing its core financial and accounting system. It is envisioned that the new solution will also include additional modules that support a full software suite capable of addressing government business needs including Human Capital Management, Payroll and other capabilities that will provide the Commonwealth with the capacity to migrate other applications to a single solution platform over time should it elect to do so. The BEST Program will begin with Phase 1 implementation of a new Financial Management and General Ledger solution over an 1824-month period beginning in the third quarter of calendar year 2023. It is the clients intent that the ERP solution will be delivered as a SaaS (cloud) solution that will replace the clients current heavy investment in highly customized software housed on premise on virtual or physical servers. The Business Enterprise Systems Transformation (BEST) Quality Assurance Lead (QA Lead) will play a pivotal role in supporting the BEST Quality Assurance Director in overseeing and coordinating day-to-day Quality Assurance activities throughout the Software Development Life Cycle (SDLC). This multifaceted role encompasses conducting meticulous reviews of program deliverables, facilitating phase gate checkpoints, conducting comprehensive quality audits, and closely monitoring adherence to process workflows. Additionally, the QA Lead will be tasked with developing and tracking key quality metrics, generating insightful scorecards and reports, and assisting in the continuous improvement of QA processes. In addition to these core responsibilities, the position will involve critical administrative duties such as preparing meeting agendas, documenting meeting minutes, maintaining a repository of valuable lessons learned, and proactively implementing incremental process enhancements to foster efficiency and effectiveness. To excel in this role, the ideal candidate should bring substantial experience and expertise in utilizing SDLC tool sets, including but not limited to the Microsoft 365 platform, JIRA, Power BI, and various third-party tools and add-ons that enhance QA functions. Furthermore, the ability to collaborate effectively with program leadership, vendor/client team leads, and various agency stakeholders is imperative to ensure successful project outcomes and to maintain strong lines of communication and cooperation across the program spectrum. Specific Duties Quality Assurance Activities: -Assist the Quality Assurance Director in overseeing and coordinating day-to-day Quality Assurance activities throughout the Software Development Life Cycle (SDLC). -Conduct meticulous reviews of program deliverables to ensure quality and compliance. -Facilitate phase gate checkpoints to evaluate project progress and readiness for the next phase. -Conduct comprehensive quality audits, evaluate adherence to quality standards, and identify areas for improvement. -Monitor adherence to process workflows and identify deviations or bottlenecks. Quality Metrics and Reporting: -Develop and track key quality metrics to measure and report on project quality. -Generate insightful scorecards and reports to provide valuable insights on the state of quality during each phase of the SDLC. -Assist in the continuous improvement of QA processes based on metrics and findings. Administrative Responsibilities: -Prepare meeting agendas for quality-related meetings. -Document meeting minutes to ensure a clear record of discussions and decisions. -Maintain a repository of valuable lessons learned for reference and continuous improvement. -Proactively implement incremental process enhancements to foster efficiency and effectiveness in quality assurance practices. Qualifications: -Quality Assurance Expertise: Deep understanding of QA principles and methodologies in software development. -SDLC Proficiency: Knowledge of SDLC phases and methodologies, and the ability to apply QA practices at each stage of a hybrid model. -Technical Skills: Proficiency in SDLC tools and third-party QA tools, including but not limited to the Microsoft 365 platform, JIRA, Power BI, and various third-party quality assurance tools and add-ons. -Data Analysis: Ability to analyze quality metrics and generate insightful reports. -Communication: Strong interpersonal skills and effective collaboration with stakeholders. -Process Improvement: Experience in driving QA process enhancements and efficiency. -Leadership: Leadership within the QA team and the ability to contribute to project success. -Problem-Solving: Strong problem-solving skills for issue identification and resolution. Preferred Skills -Experience with transitioning from in-house development models to the adoption of Software as a Service (SaaS) platforms within organizations. Minimum Entrance Requirements -Bachelors degree. -Five years quality assurance experience for a complex software implementation program similar in scale to BEST.
