Job Summary:

University of California (UC) is undertaking implementation of an Occupational Health Electronic Health

Record Solution which is a comprehensive cloud-based Occupational Health Electronic Health Record

(OHEHR) solution. The cloud vendor will support the implementation/migration, training, and ongoing

support to UC. The OHEHR Solution will be a central tool to maintain and promote workers health and

working capacity as part of occupational health services offered by the UC. The OHEHR Solution will

also serve to improve the efficiency of UCs occupational health practices and protocols, including

preventive services and occupational injury and illness care across the UC.

The Project Manager works with high degree of independence under the general direction of the UC

Davis Management from Safety Services and AdminIT and provides project management to business,

technical and other work streams. This position will specifically support the UC Davis implementation.

The position will lead the implementation of projects working with cross functional teams, and subject

matter experts throughout the delivery process. This includes all aspects of business systems

implementation from procurement/contracting, requirements gathering, analysis and design, configuration

and test, through deployment and support of various business systems. Highly effective leadership and

communication skills to diverse audiences are essential. May be required to occasionally with notice work

outside traditional business hours to meet critical needs. Experienced technical leader with a high degree

of knowledge in the field of IT, and recognized expertise as a Project Manager. Ability to effectively

analyze unique issues/problems without precedent and/or structure and problem solve collaboratively.

Essential Functions

Project Management (60%)

Applies advanced technical project management concepts with a full understanding of project

management practices and IT policies and procedures to manage complex projects.

Provides analysis for highly complex, project related issues.

Implements the project management process for the campus or Office of the Presidents products

and services involving diverse departmental or cross-functional teams.

Initiates, designs, and leads project proposals and reports.

Has overall project management responsibility

Develops detailed project plans and schedules and monitors budget and resources.

Directs project activities with the goal of completing the project on schedule and within budget

constraints.

Interacts with senior internal and external personnel.

Oversees the project from initiation through delivery including system integration, ,

communications, interaction with vendors, and managing risk.

Provide leadership and technical direction to team members and ensure proper implementation of

project deliverables.

Leads in the planning, development, implementation, and evaluation of information systems that

support operations and the overall organizational strategy.

Independently builds project strategy, timeline, and milestones/deliverables.

Creates and maintains up-to-date project timelines and schedules.

Independently schedule, lead, and document project meetings with IT staff, end

users/stakeholders and vendors. Document meeting minutes, follow up tasks, issues, and key

decisions.

Manages action items, issue logs, and deliverables from internal team and vendor.

Identifies barriers and unforeseen risks.

Escalates issues and decisions as appropriate.

Ensures work assignments are clear to all staff.

Communicates and interacts with executive management to establish and monitor project

objectives and milestones.

Exceptional interpersonal skills; able to work effectively with a wide variety of people at all

levels, to inspire trust, to organize people into effective teams, and to motivate them to work hard

and well together.

Be aware, knowledgeable, and actively enforce all relevant technical, security and privacy

policies.

Business & Systems Analysis (40%)

Participates in the planning, development, implementation, and evaluation of information systems

that support operations and decision-making, in support of the overall organizational strategy.

Applies technical expertise and business analysis concepts to identify, evaluate and define

complex systems scope and objectives with an understanding of applicable business practices,

processes, systems and industry standards to meet end-user needs.

Analyzes current documentation and data flows, and documents requirements to reflect

appropriate work flows.

Conduct analysis to define requirements, tasks, dependencies, costs, risks, timelines and staffing

needs.

Develop system functionality and tools to meet organizational and department needs, in

collaboration with end users.

Incorporate information system standards and operational standardization in accordance with

administrative/operational strategies.

Participate in Application Deployment Go Live support, which may require with notice working

outside of business hours.

Physical Demands

Work on a personal computer for extended periods of time.

Attend meetings remotely and/or travel as appropriate on an as- needed basis.

Work Environment

Work in a dynamic, distracting, knowledge sharing environment.

Work occasional overtime, holidays, and weekends as needed.

Maintain strict confidentiality of files and data to protect privacy and rights of individuals.

Incumbent is personally responsible for following safety procedures/guidelines.

SKILLS, KNOWLEDGE AND ABILITIES

Required:

Extensive project planning, leadership and analysis experience with significant advanced

experience as a Project Manager leading large scale IT projects independently is required.

Ability to manage and lead diverse groups, peers, vendors and a wide variety of technical and

non-technical staff at all levels in a highly matrix environment to meet project milestones and

schedules.

Understands how projects relate to other business strategies and initiatives.

Understands the cost impact of projects, project tracking tools and metrics.

Ability to work independently, set priorities, organizes work, and meet deadlines.

Ability to exercise independent judgment and personal initiative, and accept responsibility for

decision and actions.

Ability to create and manage time schedules, manages multiple activities and priorities, and

maintains productivity.

Demonstrated capacity to anticipate obstacles and plan for contingencies.

Skills to analyze complex information or problems in an objective manner and derives logical

conclusions to provide a sound basis for establishing priorities, selecting appropriate courses of

action for pursuit or recommendations to others, and to resolve.

Excellent communicator; comfortable and effective in opening channels of communication,

listening to others, and cultivating a healthy, productive, and ongoing dialogue.

Ability to communicate with all levels within and outside of IT, include application and

technology vendors.

Demonstrated effective writing skills including the ability to analyze data from multiple sources,

conduct research, perform analysis of diverse information, and prepare and present meaningful

reports and briefs.

Sound understanding of typical vendor provided application agreements for on-going support,

maintenance updates, application upgrades, and end-of-product support.

Ability to recognize the need for and maintain security of confidential information; exercise

judgment, tact, and discretion in handling sensitive or confidential information or situations.

Preferred:

Relevant PM Certification or education (PMP or equivalent) preferred.

Ten years of Project Management experience preferred.

Experience in Occupation Health systems such as Point and Click, Enterprise Health

Detailed knowledge of Microsoft Project, Smartsheet or other project management tools.

Academic institution or large integrated health system experience preferred.

Experience leading projects with contractors/consultants preferred.

Experience with system interfaces is preferred.

Working knowledge of technology-related initiatives and an understanding of impact to the

organization of such initiatives

Knowledge and understanding of University policies and procedures is preferred.

Process: 2-3 Interviews, approval process, equipment checkout.

Primarily Remote with the expectation that the contractor be on-site to attend any in-person meetings and support activities for assigned projects as needed.

Resource will be responsible for any travel expenses to be on-site for in person meetings, which will be very minimal and limited. Travel time will not be considered work time.
