Role: Data Architect

Location: Tallahassee, Florida (Remote)

Duration: 12-24 months

Interview: Virtual

Department: Florida Agency for Healthcare Administration (AHCA)

Shifts: Monday through Friday, 8 AM to 5 PM, Eastern Time (ET), excluding state of Florida observed holidays

MANDATORY:

5+ Years Health & Human Services (HHS) experience. Preference to candidates with experience in Medicaid.

At a minimum, the Consultant shall:

a) Represents the Agency to provide oversight on the technical design and delivery of vendor solutions.

b) In an outsourcing environment, works closely with service providers to ensure their in- scope technical solutions are consistent with the enterprises business strategy and architecture.

c) Reports to the Enterprise Architect on all technical delivery related topics.

d) May troubleshoot performance issues and resolve problems with service providers.

e) Analyzes technology industry and market trends and maintains knowledge of new technologies to determine potential impacts to business unit service requests and service provider proposals.

f) Understands the value of technology in the enterprises business processes, works with service providers to identify opportunities for innovation, cost reduction and improved efficiencies and reviews service provider solutions.

g) Lead, advise, consult, and collaborate with the Agency on topics such as:

(i)Implementation of vendor solutions to conform with enterprise architecture, the enterprise architecture governance structure and ongoing refinement activities.

(ii) Legacy Systems transition, cutover, and sunset planning activities

(iii) FX Technical Documentation (T1-T8) maintenance activities

(iv) Vendor Task Order estimates and designs

(v) Integration and Interoperability of business and technical services.

(vi) Reviews the vendors technical deliverables to ensure that it conforms to the Agencys technical standards, contract, and industry standards.

(vii) Facilitates technical review meetings with the Agency and vendors.

(viii) Work with the vendors and the Release Managers on the deployment activities for vendor solutions.

h)Participate in various activities such as:

(i)FX Architecture Review Board Meetings

(ii) Technical Issue Resolution review

(iii) Technical Standards Committee meetings

(iv) Technical design and architecture reviews

(v) FX module vendor deliverables

Knowledge, skills, and abilities, including utilization of equipment, required for the position:

a)5+ Years Technical Architecture design and implementation experience, including systems lifecycle management and infrastructure planning and operations.

b)5+ Years Leadership experience managing large, cross-functions teams and projects, and influencing senior level management and key stakeholders.

c)5+ Years Health & Human Services (HHS) experience. Preference to candidates with experience in Medicaid.

d)Proven ability to quickly earn the trust of peers and key stakeholders; mobilize and motivate teams; set direction and approach; resolve conflict; deliver tough messages with grace; execute with limited information and ambiguity.

e)Ability to navigate matrix organizations effectively.

f) Results-oriented, diligent, and works with a sense of urgency. Assertive, responsible for his/her own work (self-directed), have a strong affinity for defining work in deliverables, and be willing to meet deadlines.

g)Influential, focused, and versatile team player that is comfortable under pressure.

i) Proven experience with telecommuting within a team environment.

j) Ability to leverage remote collaboration tools efficiently and effectively.

k)Excellent problem-solving and critical-thinking skills; balancing strategic alignment with technology roadmap and emerging industry trends with practical delivery.

l) Strong written and verbal communication skills.

m) Excellent stakeholder-facing and internal communication skills.

n)Ability to execute multiple tasks efficiently and effectively.

o)Ability to build consensus across teams, with staff and leadership

p)Ability to effectively conduct meetings, both formal and informal.

q)Requires minimal direction from leadership.
